The Planning Department worked closely with the Agency for Toxic Disease Registry (ATSDR), Cook County Public Health Department (CCPHD), and USEPA Region 5 Brownfields to establish a community health surveillance program for the town of Blue Island.
The community health surveillance program enabled local residents to identify public health and quality of life issues (such as environment, safety, public and mental health, education, etc.) that concern them the most. ATSDR then developed corresponding indicators that allowed us to measure and track improvements in community-identified issues as we progressed through our redevelopment plans.
Using public health concerns identified by the community and corresponding actions, the ATSDR has developed what they call a “Model for Action”. The Action Model is a 4-step process for assessing local health issues and discussing ways to measure and possibly improve them. The 4 steps are:
1. What are the problems in the community?
2. How can redevelopment solve these problems?
3. What are the corresponding community health benefits?
4. What data is needed to measure change?
