Investors need protection against sketchy cryptocurrency schemes, especially those promoted online by paid influencers during pump and dump maneuvers, Financial Conduct Authority Chairman Charles Randell said in a speech delivered at the Cambridge International Symposium on Economic Crime.
Randell described the challenges and risks involved, warning that many UK consumers do not realize that cryptocurrency investments are unprotected, volatile and could result in the loss of whatever has been invested without any recourse. Crypto prices can rebound for no reason, making huge losses possible.

It’s hard for regulators around the world to sit idly by and watch people, sometimes very vulnerable, put their financial futures at risk, based on misinformation and fear of missing out, Randell said.
The chairman of the watchdog specifically singled out Kim Kardashian’s promotion of the Ethereum Max token. She created an Instagram ad alerting her 250 million followers to the token.

it may have been the biggest-audience financial promotion in history, Randell said. As per Instagram’s rules, she revealed it was a #AD. But she didn’t have to reveal that EthereumMax not to be confused with Ethereum was a speculative digital token created a month earlier by unknown developers, one of hundreds of such tokens filling crypto exchanges.
Some 2.3 million people in the UK have invested in cryptocurrency, and 12% of around 250,000 Britons believe they are FCA protected, Randell said, pointing to FCA research. A step towards transparency is to require that token and coin promotions make it clear that there is no FCA protection.

One thing is clear: Due to the decentralized way in which these speculative tokens are created, any effective regulatory system would require a company seeking registration or authorization with the FCA to come firmly within our reach, with people and officials. resources that we could access in order to oversee and enforce our requirements, Randell said in the speech.
