Crypto Hiring: Binance and Circle Hire Key People for SEC Enforcement

Former OKX Head of Brand and Partnerships Rachel Conlan is jumping ship for Binance. Considering the SEC lawsuit against the crypto exchange and the more than $2 billion in assets withdrawn from the platform in the past seven days, Conlan is likely going to have his work cut out for him.

Conlans’ hiring as vice president of global marketing for Binances came the same day as the SEC’s lawsuit against the exchange.

According to a statement from Binance, Conlan will be responsible for managing regional and global marketing teams to help strengthen and expand Binances’ position as a trusted leader in the crypto space.

Building trust could become an even bigger priority for Conlan and his team, given the wealth of internal Binance communications that the SEC exposed to the world in its 136-page lawsuit.

For example, the SEC claimed that a Binance compliance officer said in 2018 that we operated as an unlicensed securities exchange in the United States and did not want [Binance].com to ever be regulated.

Along with dealing with the inevitable fallout from encroaching regulators, Conlan will also be responsible for overseeing and growing Binances’ collaborations with brands and celebrities, including Cristiano Ronaldo and The Weeknd.

Shell reports Binances co-founder and chief marketing officer Yi He, who spoke about her hiring in a statement: With Rachel’s vast experience, she will help propel the industry forward, initiating more people to blockchain, familiarizing them with Binance and collectively building this still very young industry.

Circle and Kraken are making big hires this week

The USDC Circle issuer has added Heath Tarbert to its ranks as chief legal officer and head of corporate affairs. Hell begins July 1.

Tarberts’ hiring is notable because of his extensive experience working in the US government, especially at a time when regulators are cracking down hard on crypto.

Arguably his most relevant role was as chairman of the CFTC, a position he held from July 2019 to January 2021. Prior to that, Tarbert was high-ranking at the US Treasury.

He also served high-level politicians and judges. He was former President George W. Bush’s associate attorney during the last six months of his tenure in the White House, and just prior to that served as law clerk to Associate Supreme Court Justice Clarence Thomas for a little over a year.

Circle CEO Jeremy Allaire said Tarbert will be an important addition to the Circle team as it pursues its growth strategy.

Blockworks reported Friday that Circles is considering going public, which they say is undeterred by recent SEC enforcement actions.

Separately, Kraken has appointed tech veteran Vishnu Patankar as CTO. Patankar’s last gig was Chief Technology Officer at StockX, a position he has held since 2020.

His experience as an executive and technology expert dates back to 1998 when he was hired at Intel as a component design engineer. After that, he spent six years at Microsoft, then joined Amazon, where he remained for 10 years in various roles.

Kraken CEO David Ripley, who took charge of the crypto exchange at the end of April this year, said Patankar is a leader in the field who is well equipped to build and optimize Krakens technology.

He is a seasoned executive with deep expertise in all aspects of product development and technology leadership. He has built and led large engineering teams spread across the globe at some of the most innovative companies, Ripley said.

Other notable GameStop recruits have tapped Ryan Cohen to serve as executive chairman of the board, effective immediately. Crypto accounting firm TaxBit has promoted chief operating officer Lindsey Argalas to chief executive, replacing Austin Woodward as head. Woodward will become chairman of the board. Tegan Kline became the CEO of Edge & Node, one of the teams that built The Graph protocol. Crypto hedge fund Arca has laid off 30% of its staff, a move it attributed to a prolonged bear market and an uncertain regulatory environment, according to a statement Arca provided to Blockworks. Bitdeer, a crypto-mining platform, has hired Haris Basit as Chief Strategy Officer.
