POSITION SUMMARY:
The Director of Government Affairs is responsible for organizing and managing the important functions of NACCHO’s Government Affairs team, including the supervision of professional and/or support staff.
This is a highly responsible position reporting to the Chief, Government and Public Affairs, with an overall objective of achieving results in advancing NACCHO’s legislative and policy priorities. The position requires a skill set to both inform team strategy and oversee day-to-day team operations (including budget development and oversight), engage with Congress and policy makers and work in coalition with other stakeholder organizations. to advance common goals.
The Director has advanced knowledge and experience in government affairs, with a proven track record of building relationships with decision makers and delivering results. The Director plays a vital role in achieving NACCHO’s strategic objective of serving as the voice of local health services. The position requires frequent collaboration with other NACCHO staff, Congressional staff, federal and other government officials, partner organizations, local public health agencies and, as requested by the Executive Director and/or Head of Government and Public Affairs of NACCHO, with members of the NACCHO Board of Directors. of administrators.
This role requires good judgment, attention to detail, an ability to set priorities, political acumen, strong writing skills and the ability to find creative solutions to complex political issues.
The director is considered a career professional who works with minimal supervision. The director directs, manages activities and supervises other staff and interns.
JOB SPECIFIC TASKS:
The Director of Government Affairs provides leadership in engaging, serving, and advancing the interests of local health departments through strategic advocacy, partnerships, and NACCHO member engagement.
- Increases awareness and knowledge of local health service functions among policy makers, partners, and the public, and by identifying and acting on opportunities to advance local health service practice and maximize federal funding.
- Acts as a representative of NACCHO before members of Congress and their staffs, administration officials, and public health actors.
- Plans and executes Capitol Hill’s annual outreach event to connect key NACCHO members with elected officials; identifies, plans and executes additional opportunities for NACCHO members to connect with Congress members and staff.
- Negotiates on behalf of NACCHO with public health stakeholders to advance NACCHO government business priorities.
- Applies NACCHO policies and political judgment to determine or recommend NACCHO positions on legislation; develops NACCHO’s responses to proposed federal regulations, guidelines, and other policies in collaboration with staff, members, and/or partners, as appropriate.
- Collaborates with other NACCHO staff in the development of legislative, local, media and other messages and strategies.
- Oversees the organization-wide, member-driven system for the development, review, updating and use of NACCHO policy statements and policy priorities.
- Writes and edits numerous documents related to government affairs, including legislative alerts, legislative updates, action alerts, fact sheets, newsletter articles, briefing papers and congressional testimony related to the organization’s priorities.
- Develops and oversees NACCHO’s public policy and advocacy web content and social media platforms.
- Leads, supervises and motivates government affairs team members and interns to achieve their personal and professional goals.
- Develops and implements NACCHO’s core advocacy strategy with a focus on increasing participation among NACCHO members.
- Provides professional development to local health departments through training, production of resource materials and other information.
- Presents legislative/policy topics and NACCHO priorities at public meetings and conferences.
- Performs other duties as required.
EDUCATION/EXPERIENCE/SKILLS:
- Bachelor’s degree in a relevant professional field with a minimum of 8 to 10 years of relevant work experience; Or a master’s degree in a relevant professional field with a minimum of 7 to 8 years of relevant professional experience; or an equivalent combination of education and experience, including relevant certification.
- Experience working in or closely with Congressional offices.
- Demonstrated success and use of mature political judgment in developing and implementing strategies to achieve public policy goals in the areas of public health or other health policy.
- Excellent oral and written communication skills, with the ability to clearly articulate complex ideas and arguments in a manner appropriate to the audience.
- Strategic thinker with an open and collaborative leadership style that promotes teamwork and maintains a learning environment for staff.
- Experience working with senior executives in an association or other environment.
- Ability to establish and maintain credibility and constructive working relationships with a wide variety of strategic partners.
- Strong knowledge of effective coaching and constructive feedback practices to improve work performance of staff and others.
- General knowledge of national not-for-profit association practice and a solid understanding of public health policy preferred.
