The South Central Public Health District Board of Health is made up of nine voting members, each representing their respective county and the Medical Officer. Board members are appointed by their county commission for five-year terms following a majority approval vote of the other county commissioners in the South Central Public Health District.

The Council has the authority designated in Idaho area code 39-414 “to do all that is necessary for the preservation and protection of public health.” The council appoints a district director who acts as secretary and administrative officer of the council. The director carries out the policies and directives of the council.
