Nicola Sturgeon said vaccine passports would be necessary to enter Scotland’s nightclubs and large-scale events.
The chief minister told MSPs that “limited use of vaccine certification” could help control the spread of COVID-19 during the fall and winter.
It added that the number of new infections is 80% higher than last week and five times higher than it was four weeks ago, describing the situation as “extremely worrying”.
COVID-19: Scotland’s cases double in a week
She added that the high incidence of hospital admissions makes the situation “fragile and dangerous”.
The new rules – if approved by Parliament in a vote next week – will cover indoor live events with more than 500 undefeated people, outdoor live events with more than 4,000 non-attendants, and any event with more than 10,000 participants.
Ms Sturgeon said that while the events covered by the scheme were “important to our economy, our cultural and social life”, they were “not essential services” and brought “many people together in relatively small areas”.
“By ensuring that people entering these places are fully vaccinated, we are taking a proportionate step to help make these places safer for all attendees, and therefore all of us,” she said.
Passports are not considered for the hospitality industry as a whole, and children and adults with certain medical conditions will be exempt.
From Friday, people in Scotland will be able to download a QR code that shows their vaccine status.
COVID-19: An explanation of booster punches
Ms Sturgeon told Parliament: “The Scottish Government has made it clear that we do not believe a vaccination certificate should be a requirement for any major services or in places where people do not have a choice to attend – for example, public transport, education, access to medical services or shops. We still hold that position.”
She added that time was of the essence, saying: “For any decision of this kind to have an impact before winter, we have to take it and implement it quickly.”
In England, there are plans to require vaccination passports to enter nightclubs and other “crowded places” from the end of September.
