Justice Secretary Dominic Raab will pledge to “change” the way the justice system deals with violence against women, acknowledging the profound impact of killings from the likes of Sarah Everard and Sabina Nyssa.
In his speech to the Conservative Party conference in Manchester on Tuesday, Raab – who is also deputy prime minister after last month’s cabinet reshuffle – will say: “We will change the way the justice system deals with violence against women.
“We will take the Victims Code, and turn that guidance into law, to make sure that in every case, and for every victim, their voice is heard, and that they see justice served.”

The Victims Act focuses on the rights of victims and sets out the minimum standards that organizations must provide to victims of crime.
Mr Raab is expected to add that his “number one priority” is “to make our communities safer, so that women can walk home at night, without having to look over their shoulder”.
At the Conservative Conference, Home Secretary Priti Patel will refuse to use the name Everard’s killer as she describes how she has “doubled my efforts” to ensure women and girls feel safer.
She is expected to say: “The safety and security of our citizens is paramount. Without safety and security, there can be no freedom.”
“Our approach to crime will always be based on the pursuit of justice for victims and survivors, while ensuring that perpetrators feel the full force of the law.
“I know that all our thoughts remain with Sarah Everard’s family and friends. Her killer, whose name I refuse to repeat, was a monster. His express intention was to sow fear and terror in women and girls.”
“I say this as the Minister of the Interior, but also as a woman. Such senseless crimes and acts of violence against women and girls have no place in our society.
“And that’s why I redoubled my efforts to ensure that women and girls feel more secure.”

Rapp will also announce a “significant increase” in the use of electronic monitoring of criminals to reduce crime.
Almost twice as many criminals will be tagged across England and Wales in an effort to protect their victims and stop re-criminalization.
Under his plans, nearly 26,000 additional offenders will be flagged over the next three years at a cost of £183m.
This will include providing 10,000 other thieves and thieves with GPS tags upon their release from prison.
What happens at the Tory conference?
A conviction was recently issued for using location data to pin a thief at other crime scenes and there is an intent to publish GPS tags nationwide, if successful in curbing crime and helping police catch offenders.
Meanwhile, alcohol control tags will be used on more than 12,000 prison leavers known to have committed crimes while under the influence of alcohol.
It is hoped that this will help wean them off alcohol completely or limit their drinking to reduce their risk of re-offending.
The expansion of Moderation Marks follows its use on offenders serving community sentences since last October, in a bid to help reduce the £22 billion cost of alcohol-related crime.
The additional £183 million investment would see the number of people tagged at any time rise from around 13,500 this year to nearly 25,000 by 2025.
Before addressing the conference, Mr. Raab said: “This significant increase in high-tech GPS tags will see us lead the world in using technology to fight crime and keep victims safe.
From tackling alcohol and burglary violence to protecting victims of domestic violence, we are developing signs to make our streets and communities safer.

The justice minister will also use his speech at the conference to announce a £90m plan to increase the societal work – such as cleaning streets, apartment complexes and other open spaces – carried out by perpetrators to around eight million hours a year.
The funding will be used to hire 500 unpaid community work supervisors and develop new national partnerships between the Monitoring Service and key organizations.
A deal with the Canal and River Trust will see offenders remove litter and tow trails tidy and maintain camel sites along 2,000 miles of waterways in England and Wales.
