A watchdog investigating a decision to grant Plymouth gunman Jake Davison a gun license has issued two disciplinary notices to Devon and Cornwall police officers.
David Ford, Regional Director of the Independent Office of Police Conduct (IOPC), said: “Based on the evidence collected to date, we have now filed disciplinary notices regarding two individuals within the force informing them that their behavior is under investigation. The submission of these notifications will remain under review.”
In a statement, the IOPC said: “Providing such notifications alerts individuals that their behavior is under investigation, but does not mean that disciplinary action will necessarily follow.”

Jake Davison, 22, killed five people with a rifle before he committed suicide, in a 12-minute attack on August 12.
Investigators evaluated the behavior of Devon and Cornwall police officers who were directly involved in the processing and examination of Davison’s original application for a gun certificate in 2017.
They were also looking into Davison’s handling of an attack on two young men in September last year, and the decision to return the gun to him in July of this year.
The IOPC said that a police officer had been issued a serious misconduct notice regarding his handling of his application for a gun certificate and the subsequent decision to return it to him weeks before the murder.
A misconduct notification was also issued to a police officer, responsible for investigating the assaults in 2020.
The IOPC said it was investigating whether the officer had “appropriately shared information” with the Firearms and Explosives Licensing Administration about Davison’s involvement in a violent crime.
It added that it was examining whether the officer had taken appropriate steps to confiscate the trainee crane operator’s gun certificate, rifle and ammunition.

Davison shot his mother, Maxine Davison, 51, in Keyham before killing three-year-old Sophie Martin and her father Lee Martin, 43.
Davison then shot Stephen Washington, 59, and Kate Shepherd, 66, before turning the gun at himself.
An investigation into the deaths of Davison’s victims began on August 19, and police provided clues about the circumstances of the killings.
David Ford, IOPC Regional Director, said: “I once again extend my deepest condolences to all those affected within and outside the Plymouth community, due to the traumatic events of 12 August.
“We still have significant investigative work to do, but we continue to make good progress in our investigations,” he said.
“We review a significant amount of information collected from Devon Police, Cornwall and elsewhere, and the force has continued to cooperate fully with our independent investigation.”
He added that IOPC intends to complete its investigation before the end of this year.
