Schumer says reconciliation law deal ‘within an arm’s length’
Senate Majority Leader Chuck Schumer said the Democrats’ reconciliation deal was “at hand,” after months of negotiations.
Speaking on the Senate floor, the Democratic leader said the caucus was “another productive day” of talks yesterday, and meetings between lawmakers and Joe Biden will continue today.
“The agreement is within reach, and we hope to be able to reach a framework agreement by the end of the day,” Schumer said.

“But we have to, we have to keep working a little bit more to make sure it’s the best possible deal for the American people,” the majority leader added.
Schumer specifically cited promoting Medicare and lowering prescription drug prices as issues that Democrats must address in their negotiations.
These two issues are key priorities for Senate Budget Committee Chairman Bernie Sanders, who has expressed concern about Biden’s comments that indicated they would not be addressed in the reconciliation bill.

According to the Billionaire Tax Brief proposed by Democrats, the policy will affect about 700 taxpayers and raise hundreds of billions of dollars.
“Working Americans like nurses and firefighters pay taxes with every paycheck, while billionaires defer tax payments for decades, if not indefinitely,” reads the summary, published by the office of Democratic Senator Ron Wyden.
“Tax law preferences for capital income over wage income fuel the concentration of family wealth among the nation’s billionaires.”

The White House confirmed that Joe Biden met with Democratic centrist Senators Joe Manchin and Kirsten Senema last night.
A White House official told the gathering of reporters, “President Senator Manchin and Senator Sinema hosted at the White House yesterday to continue their negotiations on the Rebuilding Better Act, and how we can grow our economy in a way that engages the middle class back in and gives them breathing space.
“The three have made progress on top of what has been accomplished in recent days, and we look forward to the next steps so we can prepare Americans for high-paying jobs, make historic investments to make health care and childcare affordable for American families, and tackle climate change.”
According to Axios, Manchin and Sinema are now at odds over a proposed billionaire tax to help foot the bill for reconciliation, with Manchin against the idea and backing Sinema.

Kyle Vass from West Virginia reports:
The rise of Joe Manchin as a major player in democratic policymaking in 2021 is the result of a perfect storm for the US senator from West Virginia.
His position as the most conservative Democrat in the Senate means he often has the final say on what his party can move forward, particularly when it comes to Joe Biden’s ambitious domestic agenda on infrastructure, far-reaching social policies and a vigorous attempt to tackle the climate. calamity.
A trip through rural West Virginia – still the state of Donald Trump’s fervent state – reveals a patchwork of communities battered by the climate crisis, barely held together by deteriorating infrastructure.
However, Manchin – who refuses to pay the $3.5 trillion of Biden’s reconciliation bill – is busy trying to undo the many policies that will try to address these crises that seriously affect many of his West Virginia colleagues.

Joe Manchin throws another key into Democrats’ negotiations over the reconciliation package: The centrist senator has reportedly expressed concern about a proposed billionaire tax to help pay for the legislation.
Axios reports:
The senator’s skepticism exposes an uncomfortable truth about the White House and congressional leaders as they race to end – and pay for – a nearly $2 trillion social spending and climate package: a tax solution designed to please Senator Kirsten Senema (D-Arizona). Not necessarily acceptable to Manchin.
The billionaire tax gained currency over the weekend because Sinema, a moderate colleague and lead negotiator, signaled her opposition to tax increases on corporate, individual and capital profits. Manchin’s potential opposition to the billionaire’s tax proposal would bridge a $200-250 billion gap in Democrats’ plans for new revenue.
Manchin had indicated that he was waiting to see the text of the proposal, which was released this morning, before making a decision on the billionaire tax.
But if he vetoes the idea, he could jeopardize Joe Biden’s repeated claim that the bill is paid in full, which has become a major selling point among centrist members of the Democratic caucus in Congress.

Democrats race to finalize spending package ahead of Cop26
Greetings from Washington, live blog readers.
Joe Biden is leaving for Europe tomorrow, and Democrats are scrambling to reach agreement on their reconciliation package before the president leaves.
Democrats have expressed confidence that they are close to a deal, but many questions remain about key elements of the bill, including climate initiatives and a national paid family leave program.
A number of progressives have expressed concern about expected cuts to the bill’s climate provisions, which centrist Senator Joe Manchin has demanded.

If Biden arrives at the Cop26 climate conference in Glasgow next week after being unable to pass important climate legislation in his country, it could damage his credibility on the world stage.
Speaking to reporters yesterday, White House Press Secretary Jen Psaki acknowledged that Biden would prefer to leave for Europe with an agreement.
“But it’s also important to note that we’ve made a lot of progress and we’re almost done,” Psaki added.
“We are all about to pass a bill that is the largest investment in tackling the climate crisis in history. And of course, world leaders are noticing that too.”
The blog will have more to come, so stay tuned.
