The venue will have a legal duty to provide security in the wake of the Manchester Arena bombing under government plans that are about to be published.
Home Secretary Priti Patel is due to provide details of the proposals, which include a requirement that some public spaces be ready for a terrorist attack on Monday. They are following consultations on what kind of venues should abide by the duty to protect, which is being offered in response to the May 2017 atrocities in which 22 people were killed while leaving an Ariana Grande concert.
Vision Murray, mother of 29-year-old victim Martin Heat, has campaigned for the introduction of “Martin’s Law,” including calling on places and local authorities to develop action plans against such attacks.
There is currently no legal requirement for places to use security measures in the vast majority of public places.
But seven out of 10 of the 2,755 people surveyed agreed that accessible websites should take measures to protect people from attacks, according to the Interior Ministry.
However, the ministry said there was an understanding that the measures should be proportional to the size of the venue, placing a greater burden on those that are larger.
Before the plans were published, Patel said: “Following the tragic attack at Manchester Arena, we worked closely with Vision Murray, victim groups and partners to develop proposals to improve preventive security across the country.
“I am grateful for their tireless adherence to duty and those who responded to the consultation; most agreed to take stricter measures to protect the public from harm.
“We will never allow terrorists to hamper our freedoms and way of life, which is why we are committed to introducing legislation this year that will strike the right balance between public safety, while not placing an excessive burden on small businesses.”
