Unvaccinated NHS staff could be allowed to continue working on hospital wards beyond the April deadline set by ministers if they would be seriously understaffed.
The Care Quality Commission (CQC) will take no action against hospitals that determine, after conducting a risk assessment, that it is safe to keep unvaccinated staff in place.
NHS staff must have their first vaccine by Thursday so they can get their second vaccine before 1 April when the law comes into effect. They are not required to take a booster dose.
The rules, which took effect for employees of care homes in November, have raised concerns that tens of thousands of nurses, midwives and doctors could be fired at a time when the health service is available.
