Police in Kansas City have released the facial image of an 84-year-old white man who was charged Monday with first-degree assault for shooting a black teen who mistakenly went to the man’s home to pick up his younger siblings.

Police say Andrew Lister shot 16-year-old Ralph Jarl twice, who is recovering at home after being released from hospital.

Kansas City Police Chief Stacy Graves said, “She does[es] recognizing the racial components of this case,” while Attorney General Zachary Thompson said in a news conference that the shooting had a “racial component.”

Thompson said that nothing in the charging documents indicated that the shooting was racially motivated.

The shooting outraged many in Kansas City and across the country. Civic and political leaders — including President Joe Biden — have demanded justice.

Some, including Jarl’s attorneys, have pressed the racial dimension of the case.

Several celebrities including Viola Davis, Halle Berry and Chrissy Teigen have joined in the outrage, speaking out about the issue on social media. Meanwhile, the GoFundMe to help Ralph with medical costs has now exceeded $1 million.

Black teen Ralph Jarl is shot and killed by a white homeowner after he accidentally rang the doorbell at the wrong address while he was going to collect his brothers.

The 16-year-old’s interaction with the suspect in the Kansas City suburb of Northland quickly turned violent and the high school student was hospitalized with serious injuries.

Instead of going to a home on the 1100 block of Northeast 115th Street, he went instead to Northeast 115th Terrace in Kansas City, Missouri, police said.

Now prosecutors have brought charges against the home’s owner, Andrew D. Lister.

1681786925 What do Missouri “stand your ground” laws allow?

Investigators originally said they were looking into whether the suspect who shot Ralph Jarl could be protected under “stand your ground” laws. So what do Missouri laws actually say?

Standing your ground is a legal doctrine that allows people to use lethal force to defend themselves against apparent threats, without having any legal duty to try to retreat first.

By contrast, some US states and English common law – from which much US law is derived – do not allow deadly force to be used in self-defense if the jury finds that you could have safely withdrawn from the situation.

In 2016, Missouri Republicans expanded the “Stand Your Ground” rules to include not only a defendant’s home or vehicle but any location where they have the legal right to be.

Since then, research has found that states that have implemented such laws have seen homicide rates increase by between 16 and 34 percent.

However, those charged with a crime are required to prove that they acted in self-defense. This means that they must convince the jury that they reasonably believed that the force they used was necessary to prevent violence against them.

“You can’t just shoot people who come to your door,” Missouri criminal defense attorney Kevin Jamison told the Kansas City Star.

An attempt by some Missouri Republicans to replace the “reasonable person” test with a default presumption of reasonableness, shifting the burden of proof from defendants to prosecutors, was dropped in 2022 after opposition from law enforcement officials.

1681779665 “Missouri Republicans Created a Culture of Fear”

Missouri lawmakers have accused the state’s governing Republicans of creating a “culture of fear” through lax gun regulations.

Crystal Quad, the Democratic Minority Leader in the Missouri House of Representatives, said in a statement Monday that Ralph Jarl was just another victim of “the dangerous gun laws that kill Missourians every day.”

Ms Quad said: “Missouri’s radical gun laws have created a culture of fear. A fear that turns neighbors against each other and makes people see every situation as us against them or black against white.

“This division makes Missourians less safe and less free, and more often than not, black people suffer the most from this fear-driven, shoot-first culture.”

St. Louis Rep. Marilyn Terry, a Democrat who chairs the Black Caucus in the state legislature, said the state’s “stand your ground” laws “breed a community of violence and fear while providing cover for those who harm, maim, and kill others.”

The Republican Party controls Missouri’s governor and both houses of its legislature, as well as the office of the attorney general and secretary of state.

The prosecution asserted that the “racist element” in the shooting of Ralph Jarl were the suspect’s last words before the shooting.

The 16-year-old’s family said he was simply trying to pick up his younger twin brothers when he accidentally rang the wrong doorbell and was shot by the white homeowner.
