St. Mary’s County declared a state of emergency Thursday morning before the storm. The state of emergency will last for a week and will end at noon on July 13. The emergency order authorizes the chief commissioner to “take necessary measures to maximize the preservation of life and property, including the authority to order the evacuation of areas,” the county said.
The NWS expects peak winds to reach the area from Thursday evening.

While rain is expected in Baltimore, heavy rain and winds are expected on the coast in the south and east.
The Elsa Center will make the closest pass to Maryland Thursday night through Friday morning. The National Hurricane Center’s latest forecast shows that Elsa maintained the strength of the tropical storm during this time.
There is still some uncertainty about how far some bands of rain and tropical storm winds in Elsa will go north in Elsa, but for now officials feel confident that areas south and east of Baltimore will bear the brunt of this storm. Parts of the Lower East Coast and southernmost Maryland should brace for tropical storm winds, heavy rain and heavy waves.
The winds were already rising in Ocean City on Thursday afternoon.
