“I don’t care if he’s doing it into a microphone or on the phone – just do it,” Claiborne added of Biden.
The comments come as Democrats seek to overcome the 50-50 divide in the Senate and pass sweeping election reform legislation and another bill to restore key parts of the 1965 Voting Rights Act.
Democrats pressed for the legislation to be pushed forward as various Republican-led states moved to tighten voting rules in the wake of the 2020 presidential contest.
Senate Republicans successfully blocked the Democrats’ electoral reform measure, called Act for the People, late last month.
Claiborne told Politico there are two options for passing the voting reform: Either Manchin gets 10 Republicans to support voting rights legislation, or Democrats get rid of the blockage.
The leading Democratic Representative in the House of Representatives said he met with Manchin about the obstruction, where he said, “I’m not asking you to get rid of the obstruction….But what I am telling you is that no one has the right to take away my constitutional rights.”

In March, Biden indicated that he would support changing the disruption rules if they continued to block the passage of priority agenda items, specifically re-disruption of talk, even though progressives and activists became increasingly impatient and urged the changes.
Biden has stressed protecting voting rights as a top priority for his administration and is scheduled to speak in Philadelphia on Tuesday to discuss the matter. The President assigned Vice President Harris to lead the administration’s efforts on voting rights.
