Biden raises stakes in voting rights battle as his party pushes for more

PHILADELPHIA – President Joe Biden plans to blast a wave of new changes to the Republican-backed voting law on Tuesday as “the most egregious attempt to damage the integrity of our democracy since the Civil War” in the first part of what White House officials say will be an ongoing effort to forge a broad coalition “to beat the trend.” Not American.”

Biden, who has faced mounting pressure from Democratic activists and even close allies to use presidential megaphones more aggressively on voting rights, is to argue in a long-promised keynote speech that Republican efforts to enact tougher new voting laws are “undemocratic and unAmerican.” and unpatriotic.”

Speaking about steps from Independence Hall in Philadelphia, a White House official said he plans to link the new voting laws to other historic voter disenfranchisement tactics, including poll taxes, literacy tests and voter intimidation tactics by groups like the Ku Klux Klan. He is expected to single out changes that would threaten independent election administrators in favor of partisan actors as the most serious threat to democracy in America.

With the vote itself becoming a partisan flashpoint, Biden’s rhetoric will be closely scrutinized in both parties — perhaps most of all by his fellow Democrats. No region would better illustrate the increasingly volatile state of the truce between Biden and his party’s activist base than their tactical division on the issue.

Leading progressives, and even some of Biden’s traditional allies, have increasingly declared their frustration at what they see as Biden’s failure to make a case for federal legislation to counter Republican-led voting law changes.

The White House is defending Biden’s efforts on behalf of a bill for the people and says it will again call for its passage on Tuesday. But officials have been cautious about how he uses his political capital, seeing better use in mobilizing Democrats to put voting rights front and center in next year’s midterm elections.

“People consistently don’t give President Biden credit for being strategic and knowing exactly what to do, how to do it, and when to do it,” Cedric Richmond, a senior White House adviser, said in an interview.

Many Democrats say voting rights are necessary in the near term, but they don’t believe that view prevails in the White House, where Biden is looking far-reaching.

“What we have assured the president is that our backs are against the wall,” Shireen Eiffel, chair of the NAACP Legal Defense and Education Fund, told reporters. “We must have legislation. We must make the president use his voice, use his influence, use his power.”

Progressive groups have been more publicly critical, calling on Biden to use his bully pulpit not to work for an electoral victory next fall but to make the case now to amend pending Senate rules and enact a law for the people.

“I don’t think the number one crisis facing this country right now is our roads and our bridges,” said Ezra Levin. “I think the number one crisis facing the country right now is growing fascism and a direct assault on democracy.” Co-founder of Indivisible, a progressive grassroots organization.

Levin said Biden should offer more than a stark warning about what’s at stake and “a passing endorsement” of a bill for the people, calling for “a White House-led campaign to rally public opinion to this popular idea.”

Rep. James Claiborne of South Carolina, the third Democrat in the House of Representatives, gave that stark warning when he called on Biden to support disruptive change.

For Biden and his senior team, the kind of full-fledged public press activists they wanted him to do before a major Senate vote on voting rights last month wouldn’t have moved enough Republican senators to secure final passage, and it would have been It costs him valuable political capital when he needs it to pay for a fragile bipartisan infrastructure package.

Instead, Biden focused on a more achievable task: working to ensure consensus within the Democratic caucus — hardly a given, with Senator Joe Manchin, DW.Va, hesitating until the final hours.

“We didn’t have 50 votes before that vote,” Richmond said. “The president worked on the phone, and we got every Democratic senator. If they wanted a president to run up and hit his chest talking loudly, they got it one last time. The president. Administration officials stress that while activists in both parties have been laser-focused on the debate, most Americans have not. This is the audience least focused on ideology and politics that Biden will speak directly to on Tuesday and in the coming months.

The goal is to raise stakes not only in next year’s House and Senate races, but also in the kinds of state and local legislative races that ultimately have a greater impact on voting laws. That’s why, when Biden was meeting civil rights leaders at the White House on voting issues last week, Vice President Kamala Harris was shooting for what Democrats say would be a major campaign boost to the vote.

“Remember, it’s not just about the national election,” Harris said. “It’s also about local and state elections. It’s about who’s going to be your mayor or mayor or your school board member — the people who get elected and then make the decisions that affect your daily life.”

She announced an initial investment of $25 million by the Democratic National Committee — which the party says is its largest and oldest investment ever — to register, educate, and remove voters while fighting voter suppression efforts at every level.

DNC Chairman Jaime Harrison said in an interview, “I think the president wanted to see what would happen in terms of the Congressional movement on this. But what you are about to see is a dramatic increase in terms of push from this administration and the Democratic Party to make sure that people understand That this is our most sacred right and that it is something worth investing in and fighting for.”

A White House official said Biden will call Tuesday for “a new coalition, made up of advocates, activists, students, religious leaders, labor leaders, and business people, to take on this un-American trend and meet the moment with regard to turnout and voter education.”

But some major Democrats worry that a strategy that looks forward to midterm elections in 16 months may be ineffective if voter suppression tactics continue to trickle through Republican-led states and counties before then.

Claiborne, whose efforts have helped put the administration in power, is pushing Biden to support changes in the Senate that would allow voting bills to pass by a simple majority.

“If we do what is necessary to allow people to vote without restrictions, we will not have to worry about that, because we will win big times in an out-of-year election,” he said. “But if we don’t, we’re going to lose big time in the out-of-year elections. First things first.”

Biden has so far only expressed support for making it more difficult to set up a stall, for example by asking senators to stay on the floor and speak up. Officials will not reveal whether calling for this type of change will affect Biden’s public case. Richmond said Biden speaks regularly with Manchin, among other lawmakers whose support for any major vote change would be critical.

Even as the White House lays the groundwork for a political fight over voting issues next fall, officials stress that they are working closely with legislative leaders to find a way forward on another key voting rights measure that has yet to be fully written: the renewal of the Voting Rights Act named for the Rights Code.
