German Nicola Eisenschmid opened the score 3:49 for the second period and Kerstin Spielberger added the goal to the frame at 17:22.
Russia’s Nadežda Marozova scored two goals in 15 shots before being replaced in the middle of the second round. Valeria Merkusheva stopped all nine shots she faced in relief.
Goalkeeper Franziska Albl blocked 23 of Germany’s 26 shots.
Russia beat Switzerland 3-2 in the quarterfinals on Saturday. Canada closed Germany 7-0 and will advance to the semifinals on Monday.
The Czech Republic faced Japan in the second investment match on Sunday.
Medal games will be played on Tuesday.
