Nearly identical bills passed last week in Parliament and the Senate would establish the Virginia Football Stadium Authority, which is tasked with “financing the construction of the football stadium and associated facilities.”
In both nominations, the authority would have nine members elected by the Governor and confirmed by the Assembly; four of these members would be from a list chosen by the group (presumably WFT, although not mentioned in the bills).
The authority would “hire independent contractors, enter into contracts, acquire property, borrow money and exercise other similar powers,” the bill reads.
The Senate Billmajority director Dick Saslaw introduced, says the maximum length of bonds issued by the authority is 40 years; house billDel. The version presented by Barry Knight limits the duration to 20 years. Knight’s Bill will dissolve the authority if the lease has not been entered into by July 1, 2025; Saslaw’s does not have such a provision.
Last week, Virginia Senator Jeremy McPike said owner Dan Snyder and other team officials met with lawmakers to discuss opportunities, and said Loudoun and Prince William counties are likely to be candidates for the venue.
McPike spoke at 106.7 on The Fan, saying the plan said the stadium would be part of an entertainment complex that could generate tax revenue.
“I’m not interested in paying for the stadium with my tax dollars,” he said.
Virginia already has a Baseball Stadium Authority; in his first speech to Assemble last week, Governor Glenn Youngkin said: “Expanding the Baseball Stadium Authority to cover football, and maybe we’ll get one of them too.”
The Washington Football Team has been practicing in Ashburn, Virginia and has played in Landover, Maryland since 1997. The team’s lease in Landover expires in 2027.
Virginia is said to be the largest state in the United States without a team in the NFL, NBA, NHL or MLB.
