You need to change the external sharing options for primary calendars in the Google Calendar sharing settings on the Google admin page.

To change it

Go to admin.google.com. Log in with administrator credentials. Click on the main menu (hamburger menu) at the top left of the screen. Select Apps -> Google Workspace -> Calendar Click Sharing Settings Change the value of external sharing options for primary calendars to Share all information and allow calendar management Click Save.

It should look something like this.

Note: Changes may take up to 24 hours to propagate to all users.
