Google’s advice since Penguin 4.0 was that you don’t need to disavow links as links are neutralized (devalued or demoted) and don’t end up helping or hurting you. In short, Google ignores those links. This is also true when someone redirects a site that has been penalized for spam links to your site, said Google’s John Mueller.
John was asked, “Your advice about ignoring bad links pointing to your site (and there’s no need to renege), also applies if someone has redirected an entire website that is penalized or has links Spam your site?” He replied on Twitter with one word: “Yes.”
