EXPECTATIONS FROM THE MAIN SCI-TECHNOLOGICAL TASKS
China is promoting self-reliance and self-improvement in science and technology, seizing every minute to make progress in solving “bottleneck” problems, and striving to get the core technologies in its hands in key areas and the equipment manufacturing industry.
On June 23, 2021, Xi spoke via video call with three crew members of China’s Shenzhou-12 mission, Nie Haisheng, Liu Boming and Tang Hongbo, stationed in the core module of the country’s Tianhe space station.
“The construction of the space station is a milestone in China’s space industry, which will make a pioneering contribution to mankind’s peaceful use of space,” Xi said.
So far, the space station has completed the last phase of its construction and has started the first phase of its application and development.
On Feb. 22, 2021, Xi met with representatives of space scientists and engineers who participated in the research and development of the Chang’e-5 lunar mission at the Great Hall of the People in Beijing.
“It is a key milestone in the development of China’s space effort,” he said.
Xi summed up the spirit of lunar exploration as the pursuit of dreams, the courage to explore, cooperation in facing difficulties, and win-win cooperation.
After China formally established its “Chang’e Project” lunar exploration program in 2004, within 20 years, the country successfully concluded its three-phase lunar exploration program of orbiting, landing and returning samples.
On April 24, 1970, China successfully launched its first artificial satellite Dongfanghong-1, marking the beginning of the country’s exploration of the universe and its peaceful use of space.
In 2020, Xi wrote to scientists involved in the historic mission. In his letter, Xi said he was very excited to receive the news that the Dongfanghong-1 satellite was successfully launched 50 years ago when he was in Liangjiahe, a village in northwestern China’s Shaanxi province.
The extraordinary achievements of space scientists and engineers through hard work made people of all ethnic groups very proud and demonstrated the Chinese nation’s spirit of self-improvement, he said.
PROMOTE BASIC RESEARCH
In addition to targeting the global frontiers of science and technology, basic research is an urgent requirement for achieving greater self-sufficiency and strength in science and technology.
Hu Zhenghuan is an 89-year-old professor at the Beijing University of Science and Technology (USTB). His lifelong quest was to turn the technology of rolling shaft parts into productivity.
Hu led his team in promoting more than 300 rolling production lines in 27 provinces and developing more than 500 kinds of production parts. To date, more than 6 million tons of parts have been produced.
Hu and other USTB senior professors received a response letter from Xi on April 21, 2022.
The rejuvenation of the Chinese nation urgently needs a large number of talented people with moral integrity and professional competence, Xi stressed in the letter.
He expressed the hope that the professors will carry on the spirit of rigorous research and dedicated teaching, make the best of the unique characteristics of the school, strive for excellence, and cultivate more top-level talents with lofty ideals, professional competence and strong will to serve the Country that remain loyal to the Party.
While chairing a group study session of the 20th CPC Central Committee’s Policy Bureau in February, Xi called for continued long-term support for a number of innovation foundations, competitive teams, and key research directions of basis.
Xi urged strengthened support for various basic research talent programs, adding that strategic scientists should be trained and utilized, young sci-tech talents should be supported to play key roles, and leading sci-tech and research teams Innovative talents should be continuously expanded.
FIRMS AS THE MAIN BODY OF INNOVATION
As the main body of innovation, enterprises are expected to play a leading role in technological innovation and become a new force in integrating innovation factors and transforming sci-tech outcomes.
During his inspections across the country over the years, Xi has had many conversations with workers and technicians on the front lines of the manufacturing sector. On April 12, Xi visited the headquarters of GAC Aion New Energy Automobile Co., Ltd. in Guangzhou city, Guangdong province.
During the visit, Xi learned about the company’s progress in achieving breakthroughs in core technologies in key industries and the company’s efforts in developing high-end, smarter and greener manufacturing.
“We should develop the economy sustainably, without drastic fluctuations,” Xi said. “In this regard, science and technology, education and talent are of great importance.”
During the inspection trip to Guangdong Province, Xi stressed the strengthening of support for small and medium-sized enterprises in innovation and the cultivation of more innovative enterprises with independent intellectual property rights and core competitiveness.
It is very important to strengthen the leading role of enterprises in innovation, promote deeper integration of innovation, industry, capital and talent chains, constantly promote the industrial application of scientific and technological achievements, and build a industrial scientific and technological innovation with global influence, he said.
In August 2022, during the inspection of Siasun Robot and Automation Co., Ltd. in Shenyang, Liaoning Province, Xi took time to talk to technicians who were testing equipment in a factory workshop. During the conversation, Xi inquired about their university specializations and professional skills, and finding that the company boasted a workforce of over 4,000 R&D professionals, he was very pleased with them.
At the end of 2021, the number of high-tech enterprises in China was 330,000.
