Two more allegations against deceased founder of homeless charity

Two other allegations were made against the deceased founder of Dublin’s homeless outreach agency Inner City Helping Homeless (ICHH).

Anthony Flynn, who founded ICHH in 2013 and was later elected to Dublin City Council, committed suicide on August 18 after being suspended from the live agency for two allegations of sexual misconduct. One of the alleged victims was an ICHH client.

It has now emerged that within a week of his death two other separate people made similar allegations, both dating from the middle of last year.

One of these allegations was first directed to a politician and the other to the ICHH. Both were passed on to Garda who was already reviewing the initial allegations.

ICHH had expansion plans earlier this year

It also emerged that the ICHH was at an advanced stage of purchasing a building to provide extensive childcare services to the homeless sector in early summer before the allegations against Mr. Flynn did surface.

The agency was in talks with Dublin City Council over the provision of services which would have included the availability of a general practitioner, a nurse and the provision of a wide range of health and social services, including including a coffee. The proposed center was to be the first of its kind in the country.

This plan has now been scrapped and a number of different sources in the homeless sector have expressed fears that the ICHH is now likely to be liquidated.

Former agency chairman David Hall resigned ten days ago citing threats to his personal safety. Another member of the board of directors is also said to have resigned. The agency has appointed a senior lawyer to review the entire case, but it is not clear whether the report will be released.

A spokesperson for An Garda Sochna said the force is not investigating any new complaints about the investigation at this time.
