According to an internal memo sent Jan. 12, eight days before Trump left, the State Department’s office of civil rights found the allegations related to “race, sex and religion” to be “unfounded,” although they were documented in a review. by the department’s independent inspector general, which was first reported by CNN.
A former State Department official provided the internal document, which the State Department refused to make public at CNN’s request.
The State Department declined to comment on personnel issues.
While the Independent Inspector General suggested in an August 2020 finding that “further scrutiny by the department is warranted,” the State Department’s Office for European and Eurasian Affairs has resisted that recommendation.
The office argued that the ambassador had viewed the Civil Rights Office’s video on workplace harassment and suggested that instead of a formal assessment of Johnson’s compliance with the department’s policies on gender equality. employment or leadership opportunities, he would work with all staff, including the Ambassador, to provide guidance and further training “to raise awareness of these important issues.”
The Inspector General acknowledged the office’s work on staff training, but said it did not respond to calls for an assessment of Johnson’s behavior. The IG said it would view its recommendation for an investigation of Johnson as unresolved until the office fulfills its obligation to present a final written decision on the matter based on an investigation.
The last one-paragraph memo about Johnson, the billionaire New York Jets owner and longtime friend of Trump, was dated January 12 and was marked “sensitive but unclassified.” It was addressed to Brian Bulatao, a political candidate who was Under Secretary of State for Management to then Secretary of State Mike Pompeo. It bears what appears to be Bulatao’s signature.
