Ludhiana, December 8
As the ongoing construction works of an upper railway bridge and two sub-bridge tracks (ROB & RUB 1 & RUB 2) on Pakhowal Road are still unfinished, the public has faced inconvenience while the Municipal Corporation (MC) and the railway authorities blame each other for the delay in completing the project.
The project did not meet the previous deadline of August 31, 2021, while it was then extended until December 31 by the head of the civic body. Currently, work for the two departments – the MC and the railways – is underway at the RUB-1, RUB-2 and ROB project sites in their respective jurisdictions. It appears that both departments would take more months to complete their work, leaving residents in a bind.
A main sewer chamber was damaged and sewage flooded the RUB-2 site about a month ago. Now, the office of the executive engineer (construction) of the Northern Railway, Ludhiana, has sent a letter to the superintendent engineer of the municipal company concerned to ensure the protection of the adjacent sewer manhole, located just two meters from the work site at RUB- 2 (from Pakhowal Road to Sarabha Nagar). The concerned railway official claimed in the letter that the protection of the sewer manhole had not been carried out and that there was a chance that it would break again.
The railways have also requested the civic body to ensure the dismantling of the Improvement Trust’s perimeter wall and two rooms near the ROB / RUB-1 site on Pakhowal Road as they need a working area for launching a bowstring beam with a range of 76 meters. .
The railways official said the MC should take the required action on these issues so that the railways can complete the work. Otherwise, the job would be blocked on the MC’s account.
“We had also written a letter regarding issues to the civic body in the past, but to no avail. While our 20 percent of project work is on hold, the MC’s roughly 45 percent of work is also on hold. The MC wants to put full responsibility on the railways, ”he said.
On the other hand, MC officials claimed that their work was in full swing, but the railway work continued at a slow pace. The concerned MC superintendent engineer said the sewer protection work had already been done.
He said the point was that the railway authorities were delaying the project and it was supposed to protect every property during construction. He claimed that the approaches, which were to be built by the MC, are almost ready.
Meanwhile, town resident Kapil Arora said: “The public is forced to suffer because of the delay in the project. People’s time is wasted. No entrepreneur should be privileged in the event of delay.
Cabinet Minister Bharat Bhushan Ashu had previously said that the railway authorities were carrying out work at a slow pace and that he would raise the issue to the Union Minister of Railways.
