New H&ME Deptt proposal: Government reacts to criticism

Jammu Tawi, Jan 24: Amid controversy over delegating powers of directors of medical colleges to bureaucrats, the administration of Jammu and Kashmir said on Monday that it will strengthen the position of directors as they will be able to spend more time in health care.

The Department of Health and Medical Education said today that the positions of administrators, personal officers and administrative officers have existed in medical schools for several years.

“As the name suggests, these positions were created to assist medical school directors and relieve them of routine administrative duties,” the department said.

He said the role and responsibilities of these officers needed to be clear and defined to avoid confusion. “One can understand that responsibility can only be fixed when the responsibilities are clearly defined. This is the very essence of a well-run institution,” the government said.

He further added that the medical school is basically an academic institution and consists of the college and associated hospitals. “The head of a medical school provides academic leadership and facilitates research. This role of the headteacher will be impacted if he has to deal with routine administrative matters such as electricity, sanitation and cleanliness of hospital premises or the personal belongings of employees. It is therefore imperative to strengthen the role of the principal as the academic head of the institution to delegate relatively unimportant tasks of a routine nature such as training or seniority lists to other officials,” the department said.

He further stated that the initiative will strengthen the position of the director and he/she will be able to devote more time to healthcare, academics and research. The delegation of power does not mean that the executive authority of the principal is weakened. She remains the chief executive of the institution and all matters that currently require her approval under the rules will continue to require her approval,” he said.

The government also asserted that no matters of a clinical or non-clinical or academic or research nature were delegated. “Health professionals will continue to exercise full authority in matters of which they are experts. Administrative officers will not examine patients, prescribe medications or teach medical students. The apprehension of the health professional is therefore unfounded, ”he added. According to the department, functions such as finance, human resources, utilities and services are even at AIIMS not under the responsibility of medical professionals, but with the deputy director (Adm) and others. officials.

He said extensive consultations were held before finalizing the issue. “The first meeting took place with the main GMC and the administrative officers on 29.12.2021, then a draft was discussed on 21.01.2022 with all the directors of the GMC which was modified according to the suggestions received. All the directors appreciated the need for clear definition of roles and responsibilities,” he added.
