Feliciano Quiroz appears in circuit court 8/22/22 on 10 charges of sexual abuse (Gregory Hirst, Oil City News)
CASPER, Wyo. The allegations of sexual abuse in the case against 60-year-old Mills resident Feliciano Quiroz cites six victims and episodes of abuse across four decades. In Wyoming, there is no statute of limitations for any crime.
Quiroz faces 10 counts of sexual abuse against minors, including two in the first degree.
In May 2022, Mills police detective interviewed a man in his early forties who said abuse had occurred at the defendant’s Mills home in the summer of 1990, when he was about 12. Another man interviewed a week later said he had been abused by the defendant at his Mills residence in 1982, when he was 12. Both referenced episodes of abuse at Quiroz’s ranch in Montana before he moved to Natrona County in 1981.
A third man interviewed that month recalled episodes of abuse from 1981 to 1986 in Mills. The man said he tried to protect other relatives from the abuse. All identified Quiroz in photos and recalled a scar on his eyebrow from a motorcycle accident, the affidavit says.
Mills PD discovered that Quiroz had been questioned in Casper PD in 2017 after a 7-year-old girl reported abuse during the time when her family lived with Quiroz from 2015 to 2016. Speaking again to Mills PD this June, the mother of the victim said still wanted to press charges, according to the affidavit.
Another alleged victim was interviewed in Springfield Missouri by the Childs Advocacy Project in 2021, with reported episodes of abuse in Mills in 2019 and in 2020. That childs friend, a nine-year-old boy, told Mills Police and the CAP of Casper in Feb. of 2020 about abuse at the residence in Mills earlier that winter.
According to one parent in the heavily redacted affidavit, indicates it was common for children of working parents to stay over at Quirozs’ Mills residence.
Quiroz faces:
Two counts of sexual abuse of a minor in the third degree Four charges of sexual abuse of a minor in the third degree Four of indecent liberties with a minor
The charges combined carry a maximum penalty of 200 years in prison. He is presumed innocent until pleading or proven guilty. Charges may be amended by the District Attorney’s office.
Quiroz is expected to have his preliminary hearing in circuit court by the beginning of September.
The applicable charges of sexual abuse in the first degree are defined under state statute as being sixteen (16) years of age or older, the actor inflicts sexual intrusion on a victim who is less than thirteen (13) years of age.
The applicable charges of sexual abuse of a minor in the third degree indicate a perpetrator who is 17 or older who engages in sexual contact with a victim who is thirteen (13) through fifteen (15) years of age, and the victim is at least four (4) years younger than the actor.
