Data aggregators not to blame for rising ‘smishing’ messages

Metro Manila (CNN Philippines, September 7) The National Privacy Commission (NPC) on Wednesday disclosed that its initial findings showed “data aggregators were not behind the increase in text scams containing subscribers’ names.”

Based on the reported cases, the country’s privacy watchdog said the scam messages “appear to have been sent using specific mobile numbers registered to certain texting services.”

Telco players confirmed that cybercriminals were using “a phone-to-phone (P2P) transmission,” it noted.

The NPC said, “Such transmission is usually coursed through a telecommunication company’s regular network and does not pass through data aggregators. Contrary to a P2P transmission, data aggregators use an application-to-phone (A2P) transmission.”

“The messages received through this transmission will not appear to have come from specific mobile numbers. Instead, it will come from a sender that has SMS ID (ie, bank names, organization names, etc.) which identifies the data aggregator, or the brand or business name using the data aggregator’s services,” the NPC further explained.

The agency said it would continue to dig deeper into the issue to identify the sources of the smishing messages.

The NPC is also studying the patterns of criminals in targeting consumers, including “name formats that prospectively match the names of data subjects registered with popular payment applications, mobile wallets, and messaging applications.”

Together with telco companies, the NPC said they are formulating countermeasures to combat smishing messages.
