THE Bureau of Corrections (BuCor) will investigate whether the mastermind in the killing of veteran broadcaster Percival Mabasa or Percy Lapid is an inmate at the New Bilibid Prison (NBP) in Muntinlupa City as claimed by the alleged gunman.
BuCor spokesman Col. Gabriel Chaclag said the investigation stemmed from Sen. Ramon “Bong” Revilla Jr.’s resolution seeking a Senate investigation.
Chaclag said Department of Justice (DoJ) Secretary Crispin “Boying” Remulla ordered BuCor to coordinate with Philippine National Police (PNP).
He said, however, that the BuCor is certain that its policies in the NBP prevented convicted Persons Deprived or Liberty or PDL from further committing any crimes that will endanger society.
“It is wrong in all sense that a prisoner can still be able to communicate with his cohorts to perform criminal acts outside..and we, in BuCor, do not tolerate such,” said Chaclag in a text message to The Manila Times on Wednesday morning, when sought for his reaction to Joel Estoriel’s claim that the mastermind was from “Bilibid”.

Chaclag also said that BuCor is not new to these “statements or allegations” saying, “basta may nangyari na criminal incident sa labas ay ituturo dito sa loob daw ng Bilibid ang involved (as long as there is a crime outside, the suspect is inside Bilibid).”
Estoriel, who has P6.5 million bounty on his head, surrendered to the authorities on Tuesday to ensure the safety of his family.
