SINGAPORE A woman caught on video making allegedly racist remarks has had her three charges dropped after she was assessed as suffering from a disorder where she has delusions that others intend to harm her.
In response to questions from the Straits Times, the Attorneys General’s Chamber (AGC) said on Wednesday (December 14th) that the condition of 59-year-old Tan Beow Hiong contributed significantly to his actions and the prosecution then decided to give a stern warning. .
Following a pre-trial conference on Tuesday, the court granted her a discharge equivalent to an acquittal, meaning the Singaporean can no longer be charged with the same offences.
The AGC said the delusional disorder of Tan’s state of a persecutory nature had impaired her social judgment and heightened any prejudice she might have against others.
Tan has no idea of his condition, an AGC spokesperson said.
She was also unwilling to receive treatment under a Compulsory Treatment Order (MTO) if found guilty of her offences.
Offenders who receive an MTO after being found guilty must undergo treatment for their mental state instead of a prison sentence.
Tan first appeared in court in June 2021 and was charged with two counts for alleged acts harmful to the maintenance of harmony between different racial groups.
She was also charged with one count of common nuisance.
As of April 2021, she reportedly maintained a channel on YouTube including several videos alleging racism or harassment by people of other races.
She was on an MRT train on April 21, 2021, when she allegedly singled out fellow passengers and made derogatory remarks about them.
Tan is also accused of being a public nuisance on another occasion on an MRT train on May 11, 2021.
This time, she reportedly spoke loudly in a horse-drawn carriage, claiming she was not racist. She also reportedly made statements such as: We are very different.

His YouTube channel was deleted and his job as a real estate agent was terminated.
Knight Frank Singapore, the property consultancy where she was a partner, said in a Facebook post in 2021 that it had zero tolerance for hate speech and racism.
Tan was removed from the public register of the Board of Estate Agents.
In an earlier statement to ST, YouTube said its channel was taken down due to violations of its harassment and cyberbullying policies.
We have strict policies that prohibit harassment on YouTube, including content that maliciously insults someone based on their race, gender expression or sexual orientation, its spokesperson said.
We promptly remove content that violates these rules when flagged.
The AGC said on Wednesday that it takes seriously any comments or behavior that hurt any person’s racial feelings or damage racial harmony and community relations in Singapore.
Offenders who commit such acts will be dealt with accordingly, his spokesperson said.
For each count of committing an act detrimental to the maintenance of harmony between different racial groups, an offender can be imprisoned for up to three years and fined.
For being a public nuisance, a person can be imprisoned for up to three months and fined up to $2,000.
