Rep. Scott Perry (R-Pa.), a critic of House GOP Leader Kevin McCarthy (California)’s bid to become president, argued ahead of the House leadership vote that McCarthy had “rejected” his chance of winning the presidency.
Perry said in a statement Tuesday morning that he and a group of other Republicans had ‘worked in good faith for months to change the status quo’, but claimed McCarthy had ‘sidelined or resisted them. “.
He said “any perceived progress” on their initiatives “has often been vague or contained gaps which have further amplified concerns about the sincerity of the promises made”.
“In his 14 years in Republican leadership, McCarthy repeatedly failed to demonstrate any desire to meaningfully change the status quo in Washington,” Perry said.
Perry’s statement comes after he and eight other current and incoming House Republicans criticized McCarthy’s response to a letter calling for various House changes they had sent to GOP colleagues weeks earlier.
They called for initiatives like a plan to end “unlimited” spending, form a committee to target “armed government” and allow a single Republican member to present a motion to “free up the chair,” forcing a vote for oust the president at any time. .
McCarthy offered some key concessions in a set of House rules released Sunday, including the creation of a subcommittee on the “militarization of the federal government.” But he proposed a compromise rule to allow a motion to leave the chair with the support of five Republican Conference members, a drop from the threshold requiring half the conference support that Republicans passed in November.
Perry said McCarthy presented a “vague ultimatum” lacking detail and substance over the holiday weekend after months of dragging his feet. He said he and other GOP members who were skeptical of McCarthy approached him with an offer to get him to the 218 votes he needs to win the presidency, asking for “firm” commitments to organize votes on four policy proposals.
The politicians create a balanced budget, replace national income, payroll and estate taxes with a national sales tax, endorse a plan by Texas House Republicans to deal with increased migration to the southern border and push term limits for members of Congress.
But Perry said McCarthy rejected them and proposals to allow “transparent” votes on appropriations and to ensure that any spending-cutting amendments are considered by the House floor. He said McCarthy also refused to oppose competitive conservative candidates in open Republican primaries.
“Kevin McCarthy had the opportunity to be Speaker of the House. He rejected it,” he said.

McCarthy tried to garner enough support to win the presidency, but at least five Republicans — not including Perry or the other signatories to the letter on Sunday — directly said or strongly indicated they would not support him.
Others, including Perry, listed certain conditions McCarthy must meet to win their support.
With 222 Republicans in the House, McCarthy can afford just four GOP defections in Tuesday’s presidential election and still win the race, assuming all House members are present and vote.
