Syracuse, NY A former resident of the Bishop Rehabilitation and Nursing Center says he had to stand in his own feces for hours because staff ignored his repeated pleas for help, cursed him and took his bell away call.
Robert Mills of Oswego said in a lawsuit he needed help so badly he dialed 911, prompting staff to confiscate his phone.
The lawsuit says that nursing home staff were effectively torturing this utterly dependent patient who only demanded the services he had contracted for as well as common decency and respect.
Mills’ civil lawsuit was one of two filed against Bishop on Tuesday in Onondaga County Supreme Court. The other lawsuit was brought by Valora Richardson, a paralyzed Bishop resident, who claims the nursing home denied her tube feeding.

The lawsuits come in the wake of a recent syracuse.com | Post-standard report in which a dozen residents, former residents, family members and friends told horror stories about Bishop, one of the worst nursing homes in the country.
Both Mills and Richardson were included in this story.
Jesse Ryder, a Syracuse attorney who has handled police brutality cases, is representing Mills and Richardson. He said he had another lawsuit against Bishop in the works.
A number of people have contacted us to sue Bishop, but they’re scared, Ryder said.
The lawsuits ask the court to award Mills and Richardson unspecified sums of money to compensate them for injuries, pain and suffering.
Jeffrey Jacomowitz, a spokesperson for Bishop, said the nursing home could not comment on the allegations in the ongoing lawsuits.
Bishop Nursing and Rehabilitation Center is aware of the allegations and is working with families and individual residents to address all past and present concerns, Jacomowitz said in an email.
A dozen negligence and/or wrongful death lawsuits have been filed in Onondaga County Supreme Court since 2019 against Bishop, a 440-bed nursing home at 918 James St.
Bishop is on the federal government’s Special Facilities Watch list of the nations 86 worst performing nursing homes. Care homes on this list are inspected more frequently than other homes. If they don’t improve, the federal government can cut taxpayer-funded Medicare and Medicaid revenues. This last resort sanction is rarely imposed by the government because most nursing homes cannot survive without Medicare and Medicaid funding.
Bishop hasn’t improved since he was put on the watch list 15 months ago.
Valora Richardson has been a resident of Bishop since 2020.
Richardson had a stroke in 2019 which left her paralyzed. She suffers from high blood pressure and diabetes. She cannot swallow and must be tube fed.
His lawsuit alleges Richardson:
Does not receive regular tube feedings. Has repeatedly developed pneumonia requiring emergency treatment in hospital because staff are not suctioning his respiratory system every four hours as required. in bed covered in her own vomit. Received medication from other residents. Had bed bugs, cockroaches and mice in her room.
Robert Mills was in Bishop last summer for three weeks for rehab related to back pain and a heart condition. He no longer lives there.

The food was so stale that I didn’t eat for five days, Mills told syracuse.com | The Post Standard.
In his lawsuit, Mills claims meals were served at odd hours, including dinner at midnight.
During a visit, Mills’ sister found him in a lethargic state from being over-medicated, according to the lawsuit. She asked staff to reduce his medication and have him evaluated by a doctor, but staff refused, according to court documents.
Mills was found unconscious and in cardiac arrest on August 9.
He was rushed to St. Josephs Hospital where staff electrocuted his heart and resuscitated him.
Mills was on life support for two days.
The lawsuit says Bishops staff harmed Mills physically and emotionally and deprived him and other vulnerable residents in his care of their dignity and respect.
