The Nagaland State VDB Secy. The association ((NSVDBA) has denied the allegation by the Nagaland Transparency, Public Rights Advocacy and Direct Action Org (NTPRADAO) that there was a financial scam in the rural development department
DIMAPUR State of Nagaland VDB Secy. The association ((NSVDBA) denied the allegation by the Nagaland Transparency, Public Rights Advocacy and Direct Action Org (NTPRADAO) that there had been a financial scam in the rural development department.
The association, in a press release, said that it was obliged to provide a clarification because the allegation of misappropriation of the money intended for the beneficiaries is completely unfounded and defamatory in nature.
Previously, Indira AwaasYojana (IAY) was restructured into PMAY-G in 2016. With the introduction of PMAY-G, the program implementation module was restructured with funds being transferred by generating funds transfer orders (FTO) through the management of public funds. System (PFMS), the NSVDBA said.
Under this system, funds were transferred to the accounts of government-approved vendors through the PFMS for the supply of construction materials to beneficiaries, which includes transportation costs, he explained.
The association informed that it had requested the department to adopt this implementation system in view of the difficulty encountered by the beneficiaries residing in remote areas to procure the materials on their own, considering the hostile terrain. and the cost of transportation to these remote areas. villages located.
Refuting the allegation that no money was disbursed to the beneficiaries under the PMAY-G, the NSVDBA clarified that the beneficiaries received construction materials to construct the houses.
Beneficiaries did not receive money in their accounts should not be translated as embezzled money. It should be noted that this delivery system has been adopted with the approval of the Ministry of Rural Development (MoRD), Govt. of India, the association said.
However, in order to empower beneficiaries, it was decided to fully adopt the Direct Benefits Transfer (DBT) mode of implementation, whereby funds are transferred directly to beneficiaries’ personal bank accounts by three installments, he said.
He went on to state that with the first tranche, a house should be built up to foundation level, up to lintel level with the second tranche, and the completion of the house with the third tranche.
In addition, the Ministry of Rural Development has approved the DBT mode of implementation and currently the authorized amount of INR 1,30,000 is directly credited to each beneficiary’s account.
Denying the allegation of misappropriation of cash intended for beneficiaries, the association said that under the current implementation system, the use of checks to withdraw cash is prohibited as each transaction is reflected in the PFMS, which is regularly monitored by the MoRD.
Such an act of humiliation of a ministry and its agents with baseless and malicious allegations is not expected from an organization that is not even a month old. One is beginning to wonder if this brand new organization was formed to protect certain people with a personal vendetta against the DR department, as it was not officially formed until May 31, 2023, the NSVDBA added.
