France sent 18,000 doses to Wallis in March when a community epidemic quickly infected several hundred people and caused an immediate lockdown.
Within weeks, nearly half of the population received their first injection of Moderna vaccine, but since then absorption has slowed.
In the past month, just over 200 people have been vaccinated, meaning that 53.4% of those eligible have had a first injection.
Medical staff say it is unacceptable to let the vaccines expire and therefore 5,500 doses will be returned.
A lockdown declared in early March has been gradually eased, and as of this week restaurants are allowed to serve customers outside.
However, several establishments have decided to remain closed until the end of June or the beginning of July.
The Covid-19 epidemic in the territory has infected more than 400 people and killed seven, but since April 29, no new cases have been reported.
The territory now has no active cases.
