PASCO, Washington. A viral Facebook post led the Pasco Police Department to open an investigation and post body camera footage of a Sunday morning interaction in which a neighbor accused a young man of hitting a dog.

Police responded to Quadra Dr’s 8000 block after a neighbor reported they were awakened by a barking and whimpering dog as a man beat him to force him into an illegally parked car. The video shows a police officer from Pasco approaching the vehicle window and telling the young man in the driver’s seat that he had parked illegally and that someone had reported that the dog was being abused.

“You are required by law to park on the correct side of the road 12 inches from the sidewalk, not perpendicular to the road on the wrong side,” the officer said.

This policeman repeatedly asked the person in the driver’s seat to roll down his window, but the young man did not comply, stating that he was not doing anything wrong. As the owner stepped out to supervise the interaction, the Pasco policeman did not hesitate to call for reinforcements. Additionally, the young man in the driver’s seat told the officer that the car was parked this way to load music equipment into the car before identifying his passengers as his girlfriend and brother.

A law enforcement official who has since been identified as the duty seargent arrived and recognized the young man in the driver’s seat with other witnesses. He resumed the conversation as the intervening agent stepped back and seven minutes after the first contact, the young man handed his identity card to the agents.

At this point, the responding officer is recorded telling Seargent that there does not appear to be a problem with the dog.

The woman who was celebrating her birthday party spoke to response officers and explained her perspective on the situation.

“They’re just looking at the dog inside the car because the dog was in the yard and he’s a really big dog, he was barking loud because there was a lot of music. Nobody beats the dog. They put the dog in the car and he doesn’t like being alone in the car, ”the woman told an officer.

She went on to explain how uncomfortable this response made her and the party guests. This feeling of threat was in large part due to the fact that at least five officers and numerous cars arrived outside his home.

After reviewing the identification of the young man in the police database, the first officer who responded returned the license to the driver. He told the young man that he cannot drive, to which the aforementioned woman replied, “He does not drive. At that, the officer quickly turned to the woman and raised his voice to exclaim “Do you want to stop interrupting?” “

Beyond this case, most interactions between agents and citizens were calm. The occupants of the vehicle maintained their composure throughout the interaction. It is clear from the body camera footage that the officer became increasingly frustrated with the situation as she went on.

In the end, the Pasco police got into their cars and left the scene after authorized drivers came out to park the car. The whole interaction lasted approx. 15 minutes. To read the Facebook post from the woman who sparked this Pasco Police investigation, click here.
