Boris Johnsons Downing Street is now a branch of the entertainment industry, with a lack of serious focus on important issues, Dominic Cummings said.
The former chief assistant to the prime minister has used his website to launch a new round of attacks on the functioning of government.
He claimed that if the way the top of the government worked was shown to the outside world, everyone would sell everything and head to the bunker in the hills.
Mr Cummings made the comments Monday in an online question-and-answer session, which subscribers are required to pay to access.
This is Mr Cummings’ latest salvo in his sustained war of words with the Prime Minister.
In response to a question about his experience of being close to power and the opportunities it offered, Mr Cummings said: Fascinating but very disturbing.
The world is so dangerous, there are so many very smart and capable people when you look at the height of power you feel. If this was broadcast, everyone would sell everything and head to the bunker in the hills.
In his latest attack on Whitehall, he added that it is impossible to describe how horrible decision making is at the height of power and that it is usually the blind who lead the blind.
Responding to a question about general artificial intelligence (AGI), the hypothetical ability of machines to develop human thought, Mr Cummings said the country that acquired the technology first might be able to master all the others and to destroy us all.

Mr Cummings, who is fascinated by military science and technology, said AGI should be the focus of government thinking, but it is not, despite his efforts in Downing Street.
Nothing like this now will be seriously developed in # 10. # 10 is just a branch of the entertainment industry and will remain so until BJ is gone, at the earliest, has said Mr. Cummings.
The most valuable commodity in (government) is concentration and the Prime Minister literally believes that concentration is a threat to his freedom to do what he wants today, which is why you see the opposite of concentration now and will do it till he goes away
The story continues
Mr Cummings said the Cabinet hadn’t really been important under BJ and it would be good for (the) country if they were forced by force now that I am gone.
And he told an interviewer that they overestimated the extent to which there was coherent thinking about the strategy to fight the coronavirus.
He said: That’s not how BJ works.
The cart just broke day in and day out after wave 1, he wished it hadn’t been locked and he was worried about the economy, not wave 2.

Mr Cummings also said Labor should seek a woman to lead the party if they want to win the general election.
When asked who should be the Labor leader if Sir Keir Stamer wasn’t, he replied: If they have a smart, tough woman from (the) Midlands who can build a team and wants to win more than ‘She doesn’t want to be liked by the media, she’s the ticket!
Mr Cummings’ latest criticism came after he called his former ally Mr Johnson a blundering machine and posted text messages in the early stages of the pandemic in which the PM sharply criticized the Health Secretary Matt Hancock.
Mr Cummings posted a WhatsApp screenshot in which the Prime Minister described the Health Secretary as utterly desperate in an exchange about coronavirus testing.
In another post about the difficulties in obtaining ventilators, Mr Johnson replied: This is Hancock. He was desperate.
Appearing on BBC Breakfast on Monday, Mr Hancock admitted that people say all kinds of things in private when under pressure, but insisted that he and Mr Johnson work very closely together.
