Lord Heywood, the former head of the civil service, will be singled out for repeated criticism in the revision ordered by Boris Johnson in the Greensill saga, according to The Telegraph.

The investigation into how Australian financier Lex Greensill gained such access to government during David Cameron’s tenure as Prime Minister and subsequent lobbying by Mr Cameron when he was removed from office could be released as early as Thursday.

The Prime Minister ordered the inquiry, which was led by attorney Nigel Boardman, in April after a series of headlines about how Mr Greensill won government contracts for his channel funding plans supply.

Boardman’s review is also expected to call for stricter rules on how businessmen are granted access to government and lobbying former ministers.

Mr Cameron was working for Greensill Capital, a finance company run by Mr Greensill, when he repeatedly sought government support for the company after the Covid-19 pandemic struck last year.

Boardman’s review has been submitted to the government and copies have been reviewed by officials, with its publication possible on Thursday, the last day Parliament sits before the long summer recess.

Lord Heywood, who was cabinet secretary from 2012 to 2018, befriended Mr Greensill when they worked together in the private sector and championed his work in government.

Lord Heywood died in 2018 after being diagnosed with cancer.

A well-placed source who saw a copy of the Boardman Review told the Telegraph that the findings were not very complimentary about Lord Heywood, who is the subject of criticism.

Much of the evidence the review gathered indicates that he is responsible for bringing Greensill into government, the source said of Lord Heywood.

Mr. Greensill could have accessed multiple government departments as he moved forward with his supply chain funding proposals. He also had a government business card showing an official email account.

Advocates of his proposals argue that they were well-intentioned attempts to ameliorate the treasury problems in government.
