UK regulator demands video platforms do more to protect users

LONDON, Oct. 6 (Reuters) – Online video-sharing (VSP) platforms such as TikTok, Snapchat and OnlyFans must provide clear rules on content, allow users to report harmful videos and restrict access to pornographic material, according to UK media regulator Ofcom. noted.

Under laws that came into force in Britain last year, virtual service providers must take appropriate steps to protect all of their users from illegal content, with a particular focus on those under the age of 18.

Ofcom, which is responsible for enforcing the rules, issued guidance for VSPs on Wednesday, saying it wanted to see noticeable improvements over time in security processes and complaints procedures.

Chief Executive Officer Melanie Dawes said online video plays a huge role in people’s lives, especially children, but many users have seen hateful, violent or inappropriate material while using it.

“The platforms on which these videos are shared now have a legal obligation to take measures to protect their users,” she said.

“We are therefore stepping up our oversight of these tech companies, while preparing to tackle a much wider range of online mischief in the future.”

Ofcom said its research showed that a third of users said they had witnessed or experienced hateful content; a quarter said they had been exposed to violent or disturbing content; while one in five had seen content that encouraged racism.

The regulator’s mandate covers platforms established in Great Britain, initially 18 in number. Platforms established in other countries, such as YouTube and Facebook, are excluded.

If it finds that a VSP has not taken appropriate action to protect users, it may investigate and take action, including fines or – in the most serious cases – suspension or restriction of service.
