The transfer portal has forever changed college football and how schools create their rosters, and now the NCAA has brought another change.
When players enter the portal for the first time can still gain immediate eligibility at their next school, the NCAA tries to prevent players from entering the transfer portal many times.
What’s new: The NCAA’s Division I Council approved legislation that limits waivers for second-time transfer players. Now, any student who transfers a second time, or at any time thereafter, must meet certain requirements in order to receive immediate playing time beginning in 2023-24 or risk sitting out between transfers.
With exceptions: Under the new rule, players can still gain immediate eligibility at their next school if they are transferring due to a physical injury or mental health issue.
Hazardous conditions: And the NCAA also considers “exigent circumstances,” such as abuse or sexual assault, but not academic or athletic reasons, such as dissatisfaction with one’s team’s playing time.
In recent years, the NCAA has granted waivers of immediate eligibility to transfers in football, basketball and baseball, but now recommends against it for players who have transferred once during their college careers.
Why the change: The NCAA wants to curb the number of players using the transfer portal, which has topped 2,000 in just the first transfer window since the 2022 college football season. At least 120 of them are quarterbacks.
The rule in action: As an example, this new rule would have affected the career of quarterback JT Daniels. The former 5-star prospect played at USC (2018-19), then Georgia (2020-21) and then West Virginia (2022) before transferring to Rice. If that rule had been in place, Daniels would have had to graduate between his two other transfers or sit out and use a year of eligibility.
Elementary school students only: The new rule only applies to freshmen, not graduates, who are still eligible to play immediately upon transfer.
