French President Emmanuel Macron unveiled his vision for modernizing the military in his nuclear-armed country on Friday, saying 413 billion euros ($446 billion) will be allocated to the military in 2024-2030 — up from 295 billion euros in the previous budget.
Macron said the big spending increase was aimed at ensuring “our freedom, our security, our prosperity and our place in the world”, taking into account the impact of the war in Ukraine.
The French president said the defense bill 2019-2025 was intended to start building capacity back up after the chronic underinvestment of previous decades.
He described the new 2024-2030 budget as a “transformational” program to adapt the military to the prospect of high-intensity conflicts, something that has become more urgent since Russia’s invasion of Ukraine.
“France has and will have armies ready for the challenges of the century,” he said in his army’s New Year’s address at Mont-de-Marsan air base in southwest France.

Macron said France must be ready for a new era marked by the accumulation of threats. He cited threats from hybrid warfare, increasing cyberattacks on critical infrastructure and persistent threats from terrorism.
He also called for the modernization of France’s nuclear arsenal, saying the country’s military strategy should enhance its role as an independent global power.
Friday’s speech came as defense officials from the United States and allies were meeting in Ramstein, Germany, to discuss more aid to Ukraine.
France has joined its Western partners in arms deliveries to Ukraine since the start of the Russian invasion, and recently pledged its highly mobile AMX-10 RC light tanks in Kyiv.
